Why can’t we use other frequencies? They’re the same force, after all.
And why can’t we use lunar power – moonlight is a reflection of sunlight, right?

Depending upon what the photocell is made up of, you could use other energies of the electromagnetic spectrum. It would be a matter of finding which materials are efficient at turning photons into electric current the most efficiently. Moonlight is just reflected sunlight, but by being reflected, it is not as intense and would therefor take a lot more to generate the same amount of current as direct sunlight. Plus, other frequencies might cause the photocell to heat up, becoming even more inefficient.
